The Federal Service for Surveillance in Healthcare stopped the implementation of unregistered medical devices, as well as the carrying out of illegal plastic surgeries, at the specialized exhibition of the beauty industry “INTERCHARM Professional” in Moscow

On 19 April 2019 the territorial body of the Federal Service for Supervision in Healthcare in Moscow and the Moscow region, together with law enforcement agencies, conducted control and supervisory measures at a specialized exhibition for professionals of the beauty industry and salon business “INTERCHARM Professional”, which was held on the territory of the Crocus Expo exhibition complex in Moscow.

Employees of the Federal Service for Surveillance in Healthcare conducted a test purchase of transdermal creams, serums and preparations containing human placenta, which, as it turned out after the inspection, was imported into the territory of the Russian Federation illegally. A criminal case was initiated against sellers of unregistered products – two citizens of the Republic of Korea – under Article 238.1 of the Criminal Code of the Russian Federation “Circulation of counterfeit, substandard and unregistered medicines, medical devices and trafficking in counterfeit dietary supplements”.

Also, facts of unlicensed medical activities in unsanitary conditions with the use of expired products and unregistered medical devices were recorded on the territory of the exhibition. In particular, employees of the company MedUspekh LLC performed a facelift operation on a patient using unregistered meso threads and expired medicines directly in the pavilion of the exhibition, without having a corresponding license for rendering such services.

Currently under consideration is the issue of bringing employees of MedUspekh LLC to administrative responsibility under Art. 14.1 “Carrying out an entrepreneurial activity without state registration or without a special permit (license)”, 14.43 “Violation by a manufacturer, performer (person acting as a foreign manufacturer), by the seller of the requirements of technical regulations” and 6.26 “Violation of the established rules in the field of circulation of medical devices” of the Administrative Code.

The violations identified by the Federal Service for Supervision in Healthcare at the “INTERCHARM Professional” exhibition pose a direct threat to the life and health of citizens. In this regard, the Federal Service for Supervision in Healthcare warns the organizers and participants of specialized exhibitions on the criminal and administrative responsibility for the sale and proposals for the sale of unregistered, counterfeit and falsified medical devices and medicines, as well as for the provision of medical services in unsuitable premises.

The preventive work of the Service to identify and prevent such cases on the territory of the Russian Federation will be continued.
