Chapter 1. General Provisions

Article 1. Purposes and Scope of Application of this Federal Law

  1. The purposes of this Federal Law are:
  1. establishing the legal framework for ensuring the uniformity of measurements in the Russian Federation;
  2. protecting the rights and legitimate interests of citizens, society, and the state from the negative consequences of unreliable measurement results;
  3. ensuring the needs of citizens, society, and the state for obtaining objective, reliable, and comparable measurement results used for the purposes of protecting the life and health of citizens, protecting the environment, fauna and flora, ensuring the defense and security of the state, including economic security;
  4. promoting the development of the economy of the Russian Federation and scientific and technological progress.
  1. This Federal Law regulates relations arising in the course of legal entities and individual entrepreneurs performing measurements, establishing and complying with requirements for measurements, units of quantities, reference standards of units of quantities, reference materials, measuring instruments, the use of reference materials, measuring instruments, measurement procedures (methods), as well as in the implementation of activities to ensure the uniformity of measurements provided for by the legislation of the Russian Federation on ensuring the uniformity of measurements, including in the performance of work and the provision of services to ensure the uniformity of measurements.   2. The scope of state regulation of ensuring the uniformity of measurements extends to measurements for which mandatory metrological requirements have been established for the purposes provided for in Part 1 of this Article and which are performed during: (as amended by Federal Law No. 254-FZ of July 21, 2014)
  1. activities in the field of healthcare;
  2. veterinary activities;
  3. activities in the field of environmental protection;
  4. activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, and the safety of people at water bodies; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  5. performing work to ensure safe working conditions and labor protection;
  6. implementing production control over compliance with the industrial safety requirements established by the legislation of the Russian Federation for the operation of a hazardous production facility;
  7. trade, performing work on packaging goods; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  8. accounting for the quantity of energy resources; (as amended by Federal Laws No. 254-FZ of July 21, 2014, No. 18-FZ of February 14, 2024)
  9. providing postal services, accounting for the volume of telecommunication services provided by telecom operators, and ensuring the integrity and stability of the functioning of the public communications network; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  10. activities in the field of defense and state security;
  11. geodetic and cartographic activities;
  12. activities in the field of hydrometeorology, monitoring the state and pollution of the environment; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  13. conducting tax and customs operations and customs control; (as amended by Federal Laws No. 254-FZ of July 21, 2014, No. 18-FZ of February 14, 2024)

  15. holding official sports competitions, ensuring the training of high-class athletes;
  16. carrying out assignments of the court, prosecution authorities, and state executive bodies;
  17. implementing state control (supervision) measures;
  18. activities in the field of the use of atomic energy; (as amended by Federal Law No. 347-FZ of November 30, 2011)
  19. ensuring road safety; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  20. production, use, and circulation of precious metals and extraction, use, and circulation of precious stones. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  1. The scope of state regulation of ensuring the uniformity of measurements also includes measurements provided for by the legislation of the Russian Federation on technical regulation.
  2. The scope of state regulation of ensuring the uniformity of measurements also extends to units of quantities, reference standards of units of quantities, reference materials, and measuring instruments for which mandatory requirements have been established.
  3. Mandatory requirements for measurements, reference standards of units of quantities, reference materials, and measuring instruments are established by the legislation of the Russian Federation on ensuring the uniformity of measurements and the legislation of the Russian Federation on technical regulation. Mandatory requirements for units of quantities, performance of work and (or) provision of services to ensure the uniformity of measurements are established by the legislation of the Russian Federation on ensuring the uniformity of measurements.
  4. The specifics of ensuring the uniformity of measurements in the implementation of activities in the field of defense and state security and in the field of the use of atomic energy are established by the Government of the Russian Federation. The specifics of ensuring the uniformity of measurements in the implementation of activities in the field of the use of atomic energy extend, inter alia, to the approval of reference data on physical constants and properties of substances and materials and their use in certified measurement procedures (methods). Article 2. Basic Concepts
The following basic concepts are used in this Federal Law:

  1. certification of measurement procedures (methods) - research and confirmation of the compliance of measurement procedures (methods) with the established metrological requirements for measurements;
  2. commissioning of a measuring instrument - the documented readiness of a measuring instrument for use as intended, formalized in accordance with the established procedure;
  3. federal state metrological control (supervision) - control activities in the sphere of state regulation of ensuring the uniformity of measurements, carried out by authorized federal executive bodies and consisting of systematic verification of compliance with the mandatory requirements established by the legislation of the Russian Federation on ensuring the uniformity of measurements, as well as the application of measures established by the legislation of the Russian Federation for violations identified during supervisory actions; (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 254-FZ of July 21, 2014, No. 170-FZ of June 11, 2021)
  4. state primary reference standard of a unit of quantity - a state reference standard of a unit of quantity that ensures the reproduction, storage, and dissemination of the unit of quantity with the highest accuracy in the Russian Federation, approved as such in accordance with the established procedure and used as the reference standard on the territory of the Russian Federation;
  5. state reference standard of a unit of quantity - a reference standard of a unit of quantity that is federally owned;
  6. unit of quantity - a fixed value of a quantity, which is taken as the unit of that quantity and is used for the quantitative expression of homogeneous quantities with it;
  7. uniformity of measurements - a state of measurements in which their results are expressed in units of quantities permitted for use in the Russian Federation, and the measurement accuracy indicators do not exceed established limits;
  8. measurement - a set of operations performed to determine the quantitative value of a quantity;
  9. testing of reference materials or measuring instruments for type approval purposes - work to determine the metrological and technical characteristics of reference materials or measuring instruments of the same type;
  10. calibration of measuring instruments - a set of operations performed to determine the actual values of the metrological characteristics of measuring instruments;
  11. measurement procedure (method) - a set of specifically described operations, the execution of which ensures the obtaining of measurement results with established accuracy indicators;
  12. metrological service - a legal entity, a subdivision of a legal entity or an association of legal entities, or an employee (employees) of a legal entity, or an individual entrepreneur, or an employee (employees) of an individual entrepreneur, or a subordinate organization of a federal executive body, its subdivision or official, organizing and (or) performing work and (or) providing services to ensure the uniformity of measurements and operating on the basis of a regulation on the metrological service; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  13. metrological expertise - analysis and assessment of the correctness of the establishment and compliance with metrological requirements in relation to the object subject to expertise. Metrological expertise is carried out on a mandatory (mandatory metrological expertise) or voluntary basis;
  14. metrological requirements - requirements for characteristics (parameters) of measurements, reference standards of units of quantities, reference materials, measuring instruments that affect the result and accuracy indicators of measurements, as well as for the conditions under which these characteristics (parameters) must be ensured;
  15. mandatory metrological requirements - metrological requirements established by regulatory legal acts of the Russian Federation and mandatory for compliance on the territory of the Russian Federation;
    15.1) primary reference measurement procedure (method) - a reference measurement procedure (method) that allows obtaining measurement results without their traceability. A primary reference measurement procedure (method) that is federally owned is a state primary reference measurement procedure (method); (as amended by Federal Law No. 254-FZ of July 21, 2014)
  16. dissemination of a unit of quantity - bringing the unit of quantity stored by a reference standard of a unit of quantity or a measuring instrument into conformity with the unit of quantity reproduced or stored by a reference standard of that unit of quantity or a reference material having higher accuracy indicators; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  17. verification of measuring instruments (hereinafter also - verification) - a set of operations performed for the purpose of confirming the compliance of measuring instruments with metrological requirements;
  18. traceability - the property of a reference standard of a unit of quantity, measuring instrument, or measurement result, consisting of a documented establishment of their connection with the state primary reference standard of a unit of quantity or the national reference standard of a unit of quantity of a foreign state through comparisons of reference standards of units of quantities, dissemination of units of quantities to reference standards of units of quantities, verification, calibration of measuring instruments, certification of measurement procedures (methods); (as amended by Federal Law No. 18-FZ of February 14, 2024)
  19. direct measurement - a measurement in which the desired value of a quantity is obtained directly from a measuring instrument;
    19.1) reference measurement procedure (method) - a certified measurement procedure (method) used to assess the correctness of measurement results obtained using other measurement procedures (methods) for the same quantities; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  20. comparison of reference standards of units of quantities - a set of operations establishing the relationship between the units of quantities reproduced by reference standards of units of quantities of the same accuracy level and under identical conditions;
  21. measuring instrument - a technical device intended for measurements;
  22. reference material - a sample of a substance (material) with established values, based on test results, of one or more quantities characterizing the composition or property of that substance (material);
    22.1) standard reference data - reference data on physical constants and properties of substances and materials, approved by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements, and published in the Federal Information Fund for Ensuring the Uniformity of Measurements; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  23. technical systems and devices with measuring functions - technical systems and devices that, along with their main functions, perform measuring functions;
  24. technical requirements for measuring instruments - requirements that determine the design features of measuring instruments (without limiting their technical improvement) for the purpose of maintaining their metrological characteristics during operation of the measuring instruments, achieving reliability of measurement results, preventing unauthorized adjustment and interference, as well as requirements ensuring the safety and electromagnetic compatibility of measuring instruments;
  25. type of measuring instruments - a set of measuring instruments intended for measuring the same quantities, expressed in the same units of quantities, based on the same principle of operation, having the same design, and manufactured according to the same technical documentation;
  26. type of reference materials - a set of reference materials of the same purpose, manufactured from the same substance (material) according to the same technical documentation;
  27. approval of the type of reference materials or type of measuring instruments - a decision documented in accordance with the established procedure on the recognition of compliance of the type of reference materials or type of measuring instruments with metrological and technical requirements (characteristics) based on the results of testing reference materials or measuring instruments for type approval purposes;

    28.1) quantity scale (measurement scale) - an ordered set of values of a quantity; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  29. reference standard of a unit of quantity - a technical device intended for the reproduction and (or) storage and dissemination of a unit of quantity. (as amended by Federal Law No. 18-FZ of February 14, 2024)

Article 3. Legislation of the Russian Federation on Ensuring the Uniformity of Measurements

  1. The legislation of the Russian Federation on ensuring the uniformity of measurements is based on the Constitution of the Russian Federation and includes this Federal Law, other federal laws regulating relations in the field of ensuring the uniformity of measurements, as well as other regulatory legal acts of the Russian Federation adopted in accordance with them.
  2. The provisions of federal laws and other regulatory legal acts of the Russian Federation concerning the subject of regulation of this Federal Law shall apply to the extent that they do not contradict this Federal Law.

Article 3.1. Transfer of Powers for Federal State Metrological Control (Supervision) to Executive Bodies of the Constituent Entities of the Russian Federation (as amended by Federal Law No. 232-FZ of August 8, 2024)


The powers for federal state metrological control (supervision), with the exception of metrological supervision in the field of defense and ensuring the security of the Russian Federation, provided for by this Federal Law, may be transferred for implementation to executive bodies of the constituent entities of the Russian Federation by resolutions of the Government of the Russian Federation in accordance with the procedure established by Federal Law No. 414-FZ of December 21, 2021 "On General Principles of Organization of Public Power in the Constituent Entities of the Russian Federation."

Article 4. International Treaties of the Russian Federation

  1. If an international treaty of the Russian Federation establishes other rules than those provided for by the legislation of the Russian Federation on ensuring the uniformity of measurements, the rules of the international treaty shall apply.   2. Decisions of interstate bodies adopted on the basis of the provisions of international treaties of the Russian Federation in their interpretation that contradicts the Constitution of the Russian Federation shall not be subject to execution in the Russian Federation. Such a contradiction may be established in accordance with the procedure determined by federal constitutional law. (as amended by Federal Law No. 429-FZ of December 8, 2020)

Chapter 2. Requirements for Measurements, Units of Quantities, Reference Standards of Units of Quantities, Reference Materials, Measuring Instruments

Article 5. Requirements for Measurements

  1. Measurements falling within the scope of state regulation of ensuring the uniformity of measurements must be performed according to primary reference measurement procedures (methods), reference measurement procedures (methods), and other certified measurement procedures (methods), information about which is entered into the Federal Information Fund for Ensuring the Uniformity of Measurements, using measuring instruments of an approved type that have passed verification. Primary reference measurement procedures (methods), reference measurement procedures (methods), and other certified measurement procedures (methods) must use standard reference data as data on physical constants and properties of substances and materials. In the absence of standard reference data, it is permissible to use data on physical constants and properties of substances and materials adopted by international organizations with the participation of the Russian Federation. Measurement results must be expressed in units of quantities permitted for use in the Russian Federation. (as amended by Federal Law No. 18-FZ of February 14, 2024)
    1.1. Measurement results obtained using measuring instruments owned by foreign organizations, subject to compliance with mandatory metrological requirements for measurements and documented traceability of measuring instruments to state primary reference standards of units of quantities or national reference standards of units of quantities of foreign states that have undergone comparisons with state primary reference standards of units of quantities, may be recognized by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements and may be permitted for use in the scope of state regulation of ensuring the uniformity of measurements.   2. Measurement procedures (methods) intended for performing direct measurements are included in the operational documentation for measuring instruments and are not subject to certification. Confirmation of compliance of these measurement procedures (methods) with metrological requirements for measurements is carried out during the type approval process for these measuring instruments. In other cases, confirmation of compliance of measurement procedures (methods) with metrological requirements for measurements is carried out through certification of measurement procedures (methods). Information on certified measurement procedures (methods) used in the scope of state regulation of ensuring the uniformity of measurements is transferred to the Federal Information Fund for Ensuring the Uniformity of Measurements by the legal entities and individual entrepreneurs conducting the certification. The composition of information on certified measurement procedures (methods) and the procedure for transferring such information to the Federal Information Fund for Ensuring the Uniformity of Measurements are determined in accordance with the procedure provided for in Part 3 of Article 20 of this Federal Law.   3. Certification of primary reference measurement procedures (methods) and reference measurement procedures (methods) is carried out by state scientific metrological institutes; certification of other measurement procedures (methods) used in the scope of state regulation of ensuring the uniformity of measurements is carried out by legal entities and individual entrepreneurs accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system for the certification of measurement procedures (methods).   4. The procedure for certification and approval of primary reference measurement procedures (methods) and reference measurement procedures (methods), the procedure for certification and application of measurement procedures (methods), the procedure for approving standard reference data, and the procedure for recognizing measurement results obtained using measuring instruments owned by foreign organizations are established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements.   5. For the purposes provided for in Part 1 of Article 1 of this Federal Law, the Government of the Russian Federation shall establish a list of measurements falling within the scope of state regulation of ensuring the uniformity of measurements and performed in the implementation of activities in the areas specified in Points 1-3, 5, 7-9, 11-13, 15, 17, 19, and 20 of Part 3 of Article 1 of this Federal Law, indicating the mandatory metrological requirements for measurements, including measurement accuracy indicators. Mandatory metrological requirements for measurements performed: (as amended by Federal Law No. 18-FZ of February 14, 2024)
  1. in the areas of activity specified in Points 4, 10, and 18 of Part 3 of Article 1 of this Federal Law, are established by federal executive bodies and state corporations exercising legal regulation in these areas of activity, in coordination with the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  2. when implementing production control over compliance with the industrial safety requirements established by the legislation of the Russian Federation for the operation of a hazardous production facility, are established by the legislation of the Russian Federation on industrial safety of hazardous production facilities; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  3. when carrying out assignments of the court, prosecution authorities, and state executive bodies, are established when issuing the relevant assignments. (as amended by Federal Law No. 18-FZ of February 14, 2024)
    5.1. The primary reference measurement procedure (method) and the reference measurement procedure (method) are approved by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements. Article 6. Requirements for Units of Quantities

  1. In the Russian Federation, the units of quantities of the International System of Units adopted by the General Conference on Weights and Measures and recommended for use by the International Organization of Legal Metrology shall be applied. The Government of the Russian Federation may permit the use in the Russian Federation of non-SI units of quantities on a par with the units of quantities of the International System of Units. The names of units of quantities permitted for use in the Russian Federation, their designations, rules for writing them, and the rules for their use shall be established by the Government of the Russian Federation.
  2. Characteristics and parameters of products supplied for export, including measuring instruments, may be expressed in units of quantities provided for by the agreement (contract) concluded with the customer.
  3. Units of quantities are transferred to measuring instruments, technical systems and devices with measuring functions from reference standards of units of quantities and reference materials.

Article 7. Requirements for Reference Standards of Units of Quantities

  1. The state reference standards of units of quantities and reference standards of units of quantities of legal entities and individual entrepreneurs form the reference base of the Russian Federation. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  2. State primary reference standards of units of quantities shall not be subject to privatization.
  3. Information on reference standards of units of quantities used in the scope of state regulation of ensuring the uniformity of measurements shall be included in the Federal Information Fund for Ensuring the Uniformity of Measurements in accordance with the procedure established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements, in accordance with Part 3 of Article 20 of this Federal Law. The composition of information on reference standards of units of quantities to be included in the Federal Information Fund for Ensuring the Uniformity of Measurements shall be established in accordance with the procedure provided for in Part 3 of Article 20 of this Federal Law.   4. State primary reference standards of units of quantities are kept and used in state scientific metrological institutes.
  5. Reference standards of units of quantities used in the scope of state regulation of ensuring the uniformity of measurements, including state primary reference standards of units of quantities, shall be approved by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements.   6. State primary reference standards of units of quantities shall be compared with the reference standards of units of quantities of the International Bureau of Weights and Measures and the national reference standards of units of quantities of foreign states. The state scientific metrological institute that keeps the given state primary reference standard of a unit of quantity shall bear responsibility for the timely submission of the state primary reference standard of a unit of quantity for comparison.
  7. In the Russian Federation, reference standards of units of quantities that are traceable to state primary reference standards of units of quantities shall be used. In the absence of the relevant state primary reference standards of units of quantities, traceability of the reference standards of units of quantities used to the national reference standards of units of quantities of foreign states shall be ensured. When performing work and (or) providing services to ensure the uniformity of measurements outside the territory of the Russian Federation, it is permissible to use reference standards of units of quantities owned by foreign organizations and traceable to state primary reference standards of units of quantities or national reference standards of units of quantities of foreign states that have undergone comparisons with state primary reference standards of units of quantities.     7.1. The design of reference standards of units of quantities shall ensure restricted access to certain parts of reference standards of units of quantities (including software) in order to prevent unauthorized adjustment and interference that could lead to distortion of the reproduction, storage, and dissemination of the unit of quantity, the quantity scale (measurement scale).   8. The procedure for approval, maintenance, comparison, and application of state primary reference standards of units of quantities, the procedure for the dissemination of units of quantities from state reference standards, the procedure for establishing mandatory requirements for reference standards of units of quantities used to ensure the uniformity of measurements in the scope of state regulation of ensuring the uniformity of measurements, the procedure for assessing compliance with these requirements, and the procedure for their application shall be established by the Government of the Russian Federation.

Article 8. Requirements for Reference Materials

  1. Reference materials are intended for the reproduction, storage, and dissemination of characteristics of the composition or properties of substances (materials), expressed in values of units of quantities permitted for use in the Russian Federation.
  2. In the scope of state regulation of ensuring the uniformity of measurements, reference materials of approved types shall be used.

Article 9. Requirements for Measuring Instruments

  1. In the scope of state regulation of ensuring the uniformity of measurements, measuring instruments of an approved type that have passed verification in accordance with the provisions of this Federal Law, as well as ensuring compliance with the mandatory requirements established by the legislation of the Russian Federation on ensuring the uniformity of measurements, including mandatory metrological requirements for measurements, mandatory metrological and technical requirements for measuring instruments, and the mandatory requirements established by the legislation of the Russian Federation on technical regulation, shall be permitted for use. The mandatory requirements for measuring instruments shall, where necessary, include requirements for their components, software, and operating conditions of the measuring instruments. When using measuring instruments, the mandatory requirements for their operating conditions must be observed.
    1.1. Measuring instruments used for measurements in monitoring operating conditions shall be subject to verification if the measurement results in monitoring operating conditions are used to make corrections to the measurement results. When performing work and (or) providing services to ensure the uniformity of measurements outside the territory of the Russian Federation, it is permissible to use measuring instruments owned by foreign organizations and traceable to state primary reference standards of units of quantities or national reference standards of units of quantities of foreign states that have undergone comparisons with state primary reference standards of units of quantities.   2. The design of measuring instruments shall ensure restricted access to certain parts of measuring instruments (including software) in order to prevent unauthorized adjustment and interference that could lead to distortion of measurement results. Measuring instruments must have factory, serial numbers or other alphanumeric designations that uniquely identify each individual instrument. The place, method, and form of applying the number or other designation must ensure legibility and preservation during the operation of the measuring instrument.   3. The decision on classifying technical means as measuring instruments shall be made by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements. The procedure for classifying technical means as measuring instruments, including criteria for classifying technical means as measuring instruments, shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements. Article 10. Technical Systems and Devices with Measuring Functions (as amended by Federal Law No. 254-FZ of July 21, 2014)

  1. Mandatory requirements for technical systems and devices with measuring functions, as well as forms of assessing their compliance with the specified requirements, shall be established by the legislation of the Russian Federation on technical regulation.
  2. The procedure for classifying technical means as technical systems and devices with measuring functions shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements.
  3. Ensuring the uniformity of measurements in the development, production, and operation of technical systems and devices with measuring functions shall be carried out in accordance with the legislation of the Russian Federation on ensuring the uniformity of measurements.

Chapter 3. State Regulation in the Field of Ensuring the Uniformity of Measurements

Article 11. Forms of State Regulation in the Field of Ensuring the Uniformity of Measurements
State regulation in the field of ensuring the uniformity of measurements shall be carried out in the following forms:

  1. approval of the type of reference materials or type of measuring instruments;
  2. verification of measuring instruments;
  3. metrological expertise;
  4. federal state metrological control (supervision); (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  5. certification of measurement procedures (methods);
  6. accreditation of legal entities and individual entrepreneurs for the performance of work and (or) provision of services to ensure the uniformity of measurements; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  7. assessment of compliance of reference standards of units of quantities with mandatory requirements. (as amended by Federal Law No. 18-FZ of February 14, 2024)

Article 12. Approval of the Type of Reference Materials or Type of Measuring Instruments

  1. The type of reference materials or type of measuring instruments used in the scope of state regulation of ensuring the uniformity of measurements shall be subject to mandatory approval. Upon approval of the type of measuring instruments, accuracy indicators, the verification interval for measuring instruments, and the verification procedure for this type of measuring instruments shall be established.
  1. The decision on the approval of the type of reference materials or type of measuring instruments, the decision on amending the information on the approved type of reference materials or type of measuring instruments, and the decision on terminating the validity of the approved type of reference materials or type of measuring instruments shall be adopted by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements. The decision on the approval of the type of reference materials or type of measuring instruments shall be adopted on the basis of positive results of testing reference materials or measuring instruments for type approval purposes. The decision on amending the information on the approved type of reference materials or type of measuring instruments shall be adopted on the basis of positive results of testing reference materials or measuring instruments for type approval purposes or positive results of metrological expertise of the technical documentation of reference materials or measuring instruments. The decision on terminating the validity of the approved type of reference materials or type of measuring instruments shall be adopted on the basis of a court decision or an application from the right holder of the approved type, information about which is contained in the Federal Information Fund for Ensuring the Uniformity of Measurements. These decisions shall be adopted in accordance with the procedure provided for in Part 7 of this Article. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  2. The approval of the type of reference materials or type of measuring instruments shall be confirmed by the inclusion of information on the approved type of reference materials or type of measuring instruments in the Federal Information Fund for Ensuring the Uniformity of Measurements. The federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements shall, upon application of a legal entity or individual entrepreneur engaged in the development, production, importation into the territory of the Russian Federation, sale, and use on the territory of the Russian Federation of reference materials or measuring instruments, issue a certificate of approval of the type of reference material or type of measuring instrument. The verification interval of a measuring instrument and its verification procedure shall be amended by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements in cases established by the procedures provided for in Part 7 of this Article.   3. Each individual measuring instrument of an approved type, the accompanying documents for such measuring instruments, and the accompanying documents for reference materials of an approved type shall bear the mark of type approval. The design of a measuring instrument shall ensure the possibility of placing this mark in a location accessible for viewing. If the design features of the measuring instrument do not allow the mark to be placed directly on the measuring instrument, it shall be placed only on the accompanying documents.   4. Testing of reference materials or measuring instruments for type approval purposes and metrological expertise of the technical documentation of reference materials or measuring instruments shall be conducted by legal entities accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system for performing tests for type approval purposes.   5. Information on approved types of reference materials and types of measuring instruments, on amendments made thereto, including on termination of the validity of approved types, shall be included in the Federal Information Fund for Ensuring the Uniformity of Measurements in accordance with the procedure established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements, in accordance with Part 3 of Article 20 of this Federal Law. The composition of information on types of reference materials and types of measuring instruments to be included in the Federal Information Fund for Ensuring the Uniformity of Measurements shall be established in accordance with the procedure provided for in Part 3 of Article 20 of this Federal Law.   6. The procedure for conducting testing of reference materials or measuring instruments for type approval purposes, the procedure for approval of the type of reference materials or type of measuring instruments, making amendments to the information thereon, including termination of the validity of an approved type, establishing and changing the verification interval for measuring instruments, establishing, canceling verification procedures and making amendments thereto, the procedure for issuing certificates of approval of the type of reference materials or type of measuring instruments, the form of certificates of approval of the type of reference materials or type of measuring instruments, requirements for verification procedures of measuring instruments, requirements for marks of approval of the type of reference materials or type of measuring instruments, and the procedure for their application shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements. The procedure for conducting testing of reference materials or measuring instruments for type approval purposes and the procedure for approval of the type of reference materials or type of measuring instruments shall be established taking into account the nature of production of reference materials and measuring instruments (serial or single-unit production).   7. Legal entities and individual entrepreneurs engaged in the development, production, importation into the territory of the Russian Federation, sale, and use on the territory of the Russian Federation of reference materials and measuring instruments not intended for use in the scope of state regulation of ensuring the uniformity of measurements may voluntarily submit them for approval of the type of reference materials or type of measuring instruments.

Article 13. Verification of Measuring Instruments

  1. Measuring instruments intended for use in the scope of state regulation of ensuring the uniformity of measurements shall, before commissioning, undergo initial verification, and during operation, including after repair, periodic verification. Legal entities and individual entrepreneurs using measuring instruments in the scope of state regulation of ensuring the uniformity of measurements shall be obliged to submit measuring instruments for verification in a timely manner.   2. Verification of measuring instruments shall be carried out by legal entities and individual entrepreneurs accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system for performing verification of measuring instruments. (as amended by Federal Laws No. 160-FZ of June 23, 2014, No. 254-FZ of July 21, 2014)
  3. The Government of the Russian Federation shall establish a list of measuring instruments whose verification shall be carried out only by state regional metrology centers accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system.   4. The results of verification of measuring instruments shall be confirmed by information on the results of verification of measuring instruments included in the Federal Information Fund for Ensuring the Uniformity of Measurements. Upon application of the owner of the measuring instrument or the person who submitted it for verification, the measuring instrument shall bear a verification mark, and (or) a certificate of verification of the measuring instrument shall be issued, and (or) an entry on the verification performed shall be made in the passport (form) of the measuring instrument, certified by the signature of the verifier and the verification mark, indicating the date of verification, or a notice of unsuitability for use of the measuring instrument shall be issued.   5. The procedure for conducting verification of measuring instruments, requirements for the verification mark and the content of the certificate of verification shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements.
  6. Information on the results of verification of measuring instruments shall be transferred to the Federal Information Fund for Ensuring the Uniformity of Measurements by the legal entities and individual entrepreneurs conducting the verification of measuring instruments within the time limit established in accordance with the procedure provided for in Part 5 of this Article. The composition of information on the results of verification of measuring instruments and the procedure for including such information in the Federal Information Fund for Ensuring the Uniformity of Measurements shall be determined in accordance with the procedure approved by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements, in accordance with Part 3 of Article 20 of this Federal Law.   7. Measuring instruments not intended for use in the scope of state regulation of ensuring the uniformity of measurements may be subject to verification on a voluntary basis.

Article 14. Metrological Expertise

  1. The requirements for measurements, reference materials, and measuring instruments contained in draft regulatory legal acts of the Russian Federation shall be subject to mandatory metrological expertise. The conclusions of mandatory metrological expertise in respect of such requirements shall be considered by the federal executive bodies preparing and (or) adopting these acts. Mandatory metrological expertise of the requirements for measurements, reference materials, and measuring instruments contained in draft regulatory legal acts of the Russian Federation shall be conducted by state scientific metrological institutes.   2. Mandatory metrological expertise of standards, design documentation, technical documentation, including engineering and technological documentation, and other objects shall also be conducted in accordance with the procedure and in the cases provided for by the legislation of the Russian Federation, regulatory legal acts of federal executive bodies exercising the functions of developing state policy and legal regulation in the areas of activity specified in Points 1-13, 15-20 of Part 3 of Article 1 of this Federal Law, and regulatory legal acts of state corporations engaged in activities in the field of ensuring the uniformity of measurements. This expertise shall be conducted by state scientific metrological institutes, as well as by legal entities and individual entrepreneurs accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system for performing mandatory metrological expertise.   3. The procedure for conducting mandatory metrological expertise of the requirements for measurements, reference materials, and measuring instruments contained in draft regulatory legal acts of the Russian Federation shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements.
  4. Metrological expertise of products, design documentation, technical documentation, including engineering and technological documentation, and other objects for which mandatory metrological expertise is not provided for by the legislation of the Russian Federation may be conducted on a voluntary basis. Article 15. Federal State Metrological Control (Supervision) (as amended by Federal Law No. 170-FZ of June 11, 2021)

  1. Federal state metrological control (supervision) shall be exercised by:
  1. the federal executive body authorized by the Government of the Russian Federation;
  2. at facilities of federal executive bodies in the fields of defense, security, troops of the National Guard of the Russian Federation, internal affairs, state protection, foreign intelligence, mobilization preparation and mobilization, at facilities occupied by troops of the National Guard of the Russian Federation - by subdivisions of such federal executive bodies, their territorial bodies and relevant management bodies, as well as by their state institutions.
  1. The subject of federal state metrological control (supervision) is compliance by legal entities and individual entrepreneurs with mandatory requirements in the field of state regulation of ensuring the uniformity of measurements established by this Federal Law and other regulatory legal acts adopted in accordance with it.
  2. The organization and implementation of federal state metrological control (supervision) shall be regulated by Federal Law No. 248-FZ of July 31, 2020 "On State Control (Supervision) and Municipal Control in the Russian Federation," and in the cases specified in Point 2 of Part 1 of this Article, by regulatory legal acts of the relevant federal executive bodies adopted in coordination with the federal executive body exercising the functions of developing state policy and legal regulation in the field of standardization and ensuring the uniformity of measurements.
  3. The Regulation on Federal State Metrological Control (Supervision) shall be approved by the Government of the Russian Federation.
  4. In the implementation of federal state metrological control (supervision), the following types of preventive measures shall be carried out:
  1. informing;
  2. summarizing law enforcement practice;
  3. issuing a warning;
  4. self-assessment;
  5. preventive visit.
  1. In the implementation of federal state metrological control (supervision), the state supervision body shall have the right to engage specialists, experts, and expert organizations.
  2. The collection of samples (specimens), instrumental inspection, and expertise within the framework of federal state metrological control (supervision) shall be carried out by accredited testing laboratories (centers) engaged as expert organizations in accordance with the legislation on the contract system in the field of procurement of goods, works, and services for state and municipal needs.

Article 17. Rights and Obligations of Officials in the Implementation of Federal State Metrological Control (Supervision) (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)

  1. The obligation to conduct inspections in the implementation of federal state metrological control (supervision) shall be assigned to officials of federal executive bodies exercising federal state metrological control (supervision) and their territorial bodies. (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  2. Officials conducting the inspection provided for in Part 1 of this Article shall, upon presentation of their service identification and the order (instruction) of the head (deputy head) of the state supervision body on the conduct of the inspection, have the right to: (as amended by Federal Law No. 242-FZ of July 18, 2011)
  1. visit the facilities (territories and premises) of legal entities and individual entrepreneurs for the purpose of exercising federal state metrological control (supervision) during the performance of their official duties; (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  2. obtain documents and information necessary for conducting the inspection.
  1. Officials exercising federal state metrological control (supervision) shall be obliged to: (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  1. check the compliance of the units of quantities used with the units of quantities permitted for use in the Russian Federation;
  2. check the condition and use of reference standards of units of quantities, reference materials, and measuring instruments for the purpose of establishing their compliance with mandatory requirements;
  3. check the availability and compliance of certified measurement procedures (methods);
  4. point no longer in force; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  5. point no longer in force; (as amended by Federal Law No. 170-FZ of June 11, 2021)
  6. observe state, commercial, official, and other secrets protected by law.
  1. Upon detection of violations, the official exercising federal state metrological control (supervision) shall be obliged to: (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  1. prohibit the production, importation into the territory of the Russian Federation, and sale of reference materials and measuring instruments of unapproved types intended for use in the scope of state regulation of ensuring the uniformity of measurements or reference materials and measuring instruments intended for use in the scope of state regulation of ensuring the uniformity of measurements that do not comply with mandatory requirements (with the exception of production and importation into the territory of the Russian Federation of reference materials or measuring instruments intended for testing reference materials or measuring instruments for type approval purposes); (as amended by Federal Law No. 254-FZ of July 21, 2014)
  2. prohibit the use of reference standards of units of quantities that do not meet the established mandatory requirements, reference materials and measuring instruments of unapproved types, as well as unverified measuring instruments or measuring instruments that do not comply with the established mandatory requirements, when performing measurements falling within the scope of state regulation of ensuring the uniformity of measurements; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  3. affix a mark of unsuitability on measuring instruments and reference standards of units of quantities in cases where the measuring instrument and reference standard of a unit of quantity do not comply with mandatory requirements; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  4. issue binding instructions and establish time limits for eliminating violations of the mandatory requirements established by the legislation of the Russian Federation;
  5. in cases provided for by the legislation of the Russian Federation, send materials on violations of the requirements of the legislation of the Russian Federation on ensuring the uniformity of measurements to judicial and investigative bodies, as well as to the federal executive body exercising accreditation in the field of ensuring the uniformity of measurements;
  6. apply other measures in accordance with the legislation of the Russian Federation.
  1. The form of the mark of unsuitability of reference standards of units of quantities and measuring instruments and the procedure for its application shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements. Chapter 4. Calibration of Measuring Instruments

Article 18. Calibration of Measuring Instruments

  1. Measuring instruments not intended for use in the scope of state regulation of ensuring the uniformity of measurements may be voluntarily subjected to calibration. Calibration of measuring instruments shall be performed using reference standards of units of quantities that are traceable to state primary reference standards of the relevant units of quantities, and in the absence of the relevant state primary reference standards of units of quantities, to national reference standards of units of quantities of foreign states.
  2. Legal entities and individual entrepreneurs performing calibration of measuring instruments may be voluntarily accredited in the field of ensuring the uniformity of measurements.
  3. The results of calibration of measuring instruments performed by legal entities or individual entrepreneurs accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system may be used in the verification of measuring instruments in the scope of state regulation of ensuring the uniformity of measurements. The procedure for recognizing calibration results and using them in the verification of measuring instruments in the scope of state regulation of ensuring the uniformity of measurements, requirements for the documentation of calibration results, including traceability, and the content of the calibration certificate shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements. Chapter 5. Accreditation in the Field of Ensuring the Uniformity of Measurements

Article 19. Accreditation in the Field of Ensuring the Uniformity of Measurements

  1. Accreditation in the field of ensuring the uniformity of measurements shall be carried out for the purpose of official recognition of the competence of a legal entity or individual entrepreneur to perform work and (or) provide services to ensure the uniformity of measurements in accordance with this Federal Law. Such work and (or) services include:
  1. certification of measurement procedures (methods) falling within the scope of state regulation of ensuring the uniformity of measurements;
  2. testing of reference materials or measuring instruments for type approval purposes;
  3. verification of measuring instruments;
  4. mandatory metrological expertise of standards, products, design documentation, technical documentation, including engineering and technological documentation, and other objects, conducted in cases provided for by the legislation of the Russian Federation.   2. Accreditation in the field of ensuring the uniformity of measurements shall be carried out in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system. (as amended by Federal Law No. 160-FZ of June 23, 2014)

Chapter 6. Federal Information Fund for Ensuring the Uniformity of Measurements

Article 20. Federal Information Fund for Ensuring the Uniformity of Measurements

  1. The regulatory legal acts of the Russian Federation, regulatory documents, information databases, international documents, international treaties of the Russian Federation in the field of ensuring the uniformity of measurements, information on certified measurement procedures (methods), including primary reference measurement procedures (methods) and reference measurement procedures (methods), the list of measurements falling within the scope of state regulation of ensuring the uniformity of measurements, information on reference standards of units of quantities used in the scope of state regulation of ensuring the uniformity of measurements and on the results of assessing their compliance with mandatory requirements, information on approved types of reference materials or types of measuring instruments, information on the results of verification of measuring instruments, information on standard reference data, information on the results of monitoring the state of the system for ensuring the uniformity of measurements and forecasting the measurement needs of the economy and society shall constitute the Federal Information Fund for Ensuring the Uniformity of Measurements. The maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements and the provision of the information contained therein shall be organized by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements.   2. Interested parties shall be provided with access to the documents and information contained in the Federal Information Fund for Ensuring the Uniformity of Measurements in accordance with the procedure established by Part 3 of this Article, except in cases where, in the interests of maintaining state, commercial, official and (or) other secrets protected by law, such access to the said documents and information must be restricted, provided that if the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements receives an inter-agency request for purposes related to the provision of state or municipal services and (or) the maintenance of basic state information resources for the purpose of providing state or municipal services, the provision of documents and information contained in the Federal Information Fund for Ensuring the Uniformity of Measurements shall be carried out in accordance with the requirements of Federal Law No. 210-FZ of July 27, 2010 "On the Organization of the Provision of State and Municipal Services."   3. The procedure for the creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements, the transfer of information to it and the amendment of such information, and the provision of documents and information contained therein shall be established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements. Chapter 7. Organizational Framework for Ensuring the Uniformity of Measurements

Article 21. Federal Executive Bodies, State Scientific Metrological Institutes, State Regional Metrology Centers, Metrological Services, Organizations Engaged in Activities to Ensure the Uniformity of Measurements

  1. Activities to ensure the uniformity of measurements shall be based on the legislation of the Russian Federation on ensuring the uniformity of measurements and shall be carried out by:
  1. federal executive bodies exercising the functions of developing state policy and legal regulation, providing public services, managing state property in the field of ensuring the uniformity of measurements, and federal state metrological control (supervision); (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  2. state scientific metrological institutes and state regional metrology centers subordinate to the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements;
  3. the State Metrological Service, the State Service of Time, Frequency and Determination of Earth Rotation Parameters, the State Service of Standard Reference Data on Physical Constants and Properties of Substances and Materials, and the State Service of Reference Materials of Composition and Properties of Substances and Materials, the management of which is carried out by the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  4. metrological services, as well as legal entities and individual entrepreneurs accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system. (as amended by Federal Laws No. 160-FZ of June 23, 2014, No. 254-FZ of July 21, 2014)
  1. The main tasks of federal executive bodies exercising the functions of developing state policy and legal regulation, providing public services, managing state property in the field of ensuring the uniformity of measurements, and state metrological control (supervision) are: (as amended by Federal Law No. 170-FZ of June 11, 2021)
  1. development of state policy and legal regulation in the field of ensuring the uniformity of measurements, as well as coordination of activities for legal regulation in this field;
  2. organization of interaction with state authorities of foreign states and international organizations in the field of ensuring the uniformity of measurements;
  3. implementation of state policy in the field of ensuring the uniformity of measurements;
  4. coordination of activities for the implementation of state policy in the field of ensuring the uniformity of measurements;
  5. implementation of federal state metrological control (supervision) and coordination of activities for its implementation; (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  6. inter-departmental coordination of activities for the development and production of measuring equipment in the Russian Federation; (as amended by Federal Law No. 242-FZ of July 18, 2011)
  7. organization of monitoring the state of the system for ensuring the uniformity of measurements and forecasting the measurement needs of the economy and society. (as amended by Federal Law No. 496-FZ of December 27, 2019)
  1. The distribution of powers between the federal executive bodies exercising the functions of developing state policy and legal regulation, providing public services, managing state property in the field of ensuring the uniformity of measurements, and federal state metrological control (supervision) shall be carried out by the Government of the Russian Federation. (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  2. The main tasks of state scientific metrological institutes are:
  1. conducting fundamental and applied scientific research, experimental development, and carrying out scientific and technical activities in the field of ensuring the uniformity of measurements;
  2. development, improvement, maintenance, comparison, and application of state primary reference standards of units of quantities;
  3. dissemination of units of quantities from state primary reference standards of units of quantities;
  4. participation in the development of draft regulatory documents in the field of ensuring the uniformity of measurements;
  5. conducting mandatory metrological expertise of the requirements for measurements, reference materials, and measuring instruments contained in draft regulatory legal acts of the Russian Federation;
  6. creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements and provision of the documents and information contained therein;
  7. participation in international cooperation in the field of metrology;
  8. development, improvement, and certification of primary reference measurement procedures (methods) and reference measurement procedures (methods); (as amended by Federal Law No. 18-FZ of February 14, 2024)
  9. conducting mandatory metrological expertise of standards, design documentation, technical documentation, including engineering and technological documentation, and other objects; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  10. conducting testing of measuring instruments for type approval purposes in accordance with the scope of accreditation; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  11. conducting verification of measuring instruments in accordance with the scope of accreditation. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  1. State scientific metrological institutes may also perform other work and (or) provide other services to ensure the uniformity of measurements.
    5.1. State regional metrology centers shall be established in the form of federal budgetary institutions or federal autonomous institutions for the performance of work and (or) provision of services for the purpose of ensuring the implementation of the powers of the federal executive body exercising the functions of providing public services and managing state property in the field of ensuring the uniformity of measurements on the territory of the Russian Federation.   2. The main tasks of state regional metrology centers are: (as amended by Federal Law No. 254-FZ of July 21, 2014)
  1. improvement, maintenance, and application of state reference standards of units of quantities used to ensure traceability; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  2. participation in the provision of public services to ensure the uniformity of measurements; (as amended by Federal Laws No. 254-FZ of July 21, 2014, No. 18-FZ of February 14, 2024)
  3. conducting verification of measuring instruments included in the list of measuring instruments whose verification is carried out only by state regional metrology centers accredited in the field of ensuring the uniformity of measurements, as well as other measuring instruments in accordance with the established scope of accreditation; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  4. dissemination of units of quantities from state reference standards of units of quantities; (as amended by Federal Law No. 254-FZ of July 21, 2014)
  5. conducting mandatory metrological expertise of standards, design documentation, technical documentation, including engineering and technological documentation, and other objects in accordance with the scope of accreditation; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  6. conducting testing of measuring instruments for type approval purposes in accordance with the scope of accreditation. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  1. State regional metrology centers may also perform other work and (or) provide other services to ensure the uniformity of measurements.
    7.1. The State Metrological Service shall carry out activities for monitoring and forecasting the needs of citizens, society, and the state in measurements and the implementation of industrial policy in the field of development and production of reference standards of units of quantities, reference materials, measuring instruments, technical systems and devices with measuring functions, as well as for scientific and methodological support and coordination of the activities of metrological services. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  2. The State Service of Time, Frequency and Determination of Earth Rotation Parameters shall carry out scientific, technical, and metrological activities for the reproduction of the national time scale and reference frequencies, for the determination of Earth rotation parameters, as well as for ensuring the state's needs for reference time and frequency signals, information on Earth rotation parameters, and the exact value of Moscow time and calendar date.   3. The State Service of Reference Materials of Composition and Properties of Substances and Materials shall carry out activities for the development, testing, and implementation of reference materials of composition and properties of substances and materials for the purpose of ensuring the uniformity of measurements based on the use of such reference materials, as well as for maintaining the relevant sections of the Federal Information Fund for Ensuring the Uniformity of Measurements.
  4. The State Service of Standard Reference Data on Physical Constants and Properties of Substances and Materials shall carry out activities for the development and implementation of standard reference data on physical constants and properties of substances and materials in science and technology for the purpose of ensuring the uniformity of measurements based on the use of such standard reference data, as well as for maintaining the relevant sections of the Federal Information Fund for Ensuring the Uniformity of Measurements.
  5. The State Metrological Service, the State Service of Time, Frequency and Determination of Earth Rotation Parameters, the State Service of Standard Reference Data on Physical Constants and Properties of Substances and Materials, and the State Service of Reference Materials of Composition and Properties of Substances and Materials shall carry out their activities in accordance with the regulations on them, approved by the Government of the Russian Federation. Article 22. Metrological Services (as amended by Federal Law No. 254-FZ of July 21, 2014)

  1. Federal executive bodies and state corporations exercising functions in the areas of activity specified in Parts 3 and 4 of Article 1 of this Federal Law shall establish metrological services, including in industry sectors, for the purpose of organizing activities to ensure the uniformity of measurements within their competence. (as amended by Federal Law No. 18-FZ of February 14, 2024)
  2. The rights and obligations of metrological services of federal executive bodies and state corporations specified in Part 1 of this Article, and the procedure for organizing and coordinating their activities, shall be determined by the regulations on metrological services approved by the heads of the federal executive bodies or state corporations that established the metrological services, in coordination with the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements.
  3. Legal entities and individual entrepreneurs engaged in activities in the areas specified in Parts 3 and 4 of Article 1 of this Federal Law may establish metrological services on a voluntary basis. Federal laws may establish the mandatory nature of establishing metrological services.
  4. The rights and obligations of metrological services of legal entities and individual entrepreneurs specified in Part 3 of this Article, and the procedure for organizing and coordinating their activities, shall be determined by the regulations on metrological services approved by the heads of such legal entities or by individual entrepreneurs.

Chapter 8. Liability for Violation of the Legislation of the Russian Federation on Ensuring the Uniformity of Measurements

Article 23. Liability of Legal Entities, Their Heads and Employees, and Individual Entrepreneurs


Legal entities, their heads and employees, and individual entrepreneurs who have committed violations of the legislation of the Russian Federation on ensuring the uniformity of measurements, who unreasonably obstruct the implementation of federal state metrological control (supervision) and (or) fail to comply within the established time limit with the instructions of the federal executive bodies exercising federal state metrological control (supervision) to eliminate identified violations, shall be liable in accordance with the legislation of the Russian Federation. (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 18-FZ of February 14, 2024)

Article 24. Liability of Officials

  1. For violations of the legislation of the Russian Federation on ensuring the uniformity of measurements, officials of federal executive bodies exercising the functions of developing state policy and legal regulation, providing public services, managing state property in the field of ensuring the uniformity of measurements, as well as federal executive bodies exercising federal state metrological control (supervision), and organizations subordinate to them, shall be liable in accordance with the legislation of the Russian Federation. (as amended by Federal Law No. 170-FZ of June 11, 2021)
  2. Actions (inaction) of officials may be appealed in accordance with the legislation of the Russian Federation. Appeal of actions (inaction) of officials shall not suspend the execution of their instructions, except for cases established by the legislation of the Russian Federation.

Chapter 9. Financing in the Field of Ensuring the Uniformity of Measurements

Article 25. Financing in the Field of Ensuring the Uniformity of Measurements from the Federal Budget


The following expenses shall be financed from the federal budget:

  1. development, improvement, and maintenance of state primary reference standards of units of quantities, as well as development, improvement, and certification of state primary reference measurement procedures (methods) and reference measurement procedures (methods); (as amended by Federal Law No. 18-FZ of February 14, 2024)
  2. development and improvement of state reference standards of units of quantities;
  3. fundamental research in the field of metrology;
  4. performance of work related to the activities of the State Metrological Service, the State Service of Time, Frequency and Determination of Earth Rotation Parameters, the State Service of Standard Reference Data on Physical Constants and Properties of Substances and Materials, and the State Service of Reference Materials of Composition and Properties of Substances and Materials; (as amended by Federal Law No. 18-FZ of February 14, 2024)
  5. development of regulatory documents in the field of ensuring the uniformity of measurements approved by federal executive bodies;
  6. performance of work on federal state metrological control (supervision); (as amended by Federal Laws No. 242-FZ of July 18, 2011, No. 170-FZ of June 11, 2021)
  7. conducting comparisons of state primary reference standards of units of quantities with reference standards of units of quantities of the International Bureau of Weights and Measures and national reference standards of units of quantities of foreign states;
  8. payment of contributions of the Russian Federation to international organizations on metrology;
  9. creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements;
  10. point no longer in force; (as amended by Federal Law No. 160-FZ of June 23, 2014)
  11. conducting mandatory metrological expertise of the requirements for measurements, reference materials, and measuring instruments contained in draft regulatory legal acts of the Russian Federation. (as amended by Federal Law No. 496-FZ of December 27, 2019)

Article 26. Payment for Work and (or) Services to Ensure the Uniformity of Measurements

  1. Work and (or) services for the dissemination of units of quantities from state reference standards of units of quantities and verification of measuring instruments included in the list of measuring instruments whose verification is carried out only by state regional metrology centers accredited in the field of ensuring the uniformity of measurements shall be paid for at regulated prices in accordance with the procedure established by the Government of the Russian Federation. (as amended by Federal Law No. 496-FZ of December 27, 2019)
  2. Work and (or) services for conducting testing of reference materials or measuring instruments for type approval purposes, certification of measurement procedures (methods), metrological expertise specified in Parts 2 and 4 of Article 14 of this Federal Law, verification of measuring instruments not included in the list of measuring instruments specified in Part 1 of this Article, and calibration of measuring instruments shall be paid for by interested parties in accordance with the terms of concluded agreements (contracts), unless otherwise provided for by the legislation of the Russian Federation.
  3. State regional metrology centers, within the limits of the established state assignment, shall provide public services and (or) perform work in the field of ensuring the uniformity of measurements for citizens and legal entities for a fee at regulated prices in accordance with the procedure established by the Government of the Russian Federation, and on the same conditions when providing the same services. Chapter 10. Concluding Provisions

Article 27. Concluding Provisions

  1. Regulatory legal acts of the Russian Federation provided for by this Federal Law, with the exception of regulatory legal acts of the Russian Federation relating to the legislation of the Russian Federation on technical regulation, shall be adopted within two years from the date of entry into force of this Federal Law.
  2. Prior to the date of entry into force of this Federal Law, federal executive bodies exercising legal regulation in the areas of activity specified in Part 3 of Article 1 of this Federal Law shall determine, within their competence, lists of measurements falling within the scope of state regulation of ensuring the uniformity of measurements, in coordination with the federal executive body exercising the functions of developing state policy and legal regulation in the field of ensuring the uniformity of measurements.
  3. Regulatory legal acts of the Government of the Russian Federation, as well as metrological rules and regulations adopted in implementation of the Law of the Russian Federation No. 4871-I of April 27, 1993 "On Ensuring the Uniformity of Measurements," shall remain in effect to the extent that they do not contradict this Federal Law, from the date of entry into force of this Federal Law until the date of entry into force of the regulatory legal acts of the Russian Federation provided for by this Federal Law.
  4. Documents issued in accordance with the metrological rules and regulations specified in Part 3 of this Article shall remain valid until the expiration of their term.
  5. Measuring instruments permitted for use and (or) commissioned prior to the date of entry into force of the Law of the Russian Federation No. 4871-I of April 27, 1993 "On Ensuring the Uniformity of Measurements" in accordance with the procedure in effect at the time of their permission for use (commissioning) shall be permitted for use as measuring instruments of an approved type. Article 28. On the Invalidation of Certain Legislative Acts (Provisions of Legislative Acts) of the Russian Federation


From the date of entry into force of this Federal Law, the following shall be recognized as invalid:

  1. Law of the Russian Federation No. 4871-I of April 27, 1993 "On Ensuring the Uniformity of Measurements" (Gazette of the Congress of People's Deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1993, No. 23, Art. 811);
  2. Resolution of the Supreme Soviet of the Russian Federation No. 4872-I of April 27, 1993 "On the Enactment of the Law of the Russian Federation 'On Ensuring the Uniformity of Measurements'" (Gazette of the Congress of People's Deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1993, No. 23, Art. 812);
  3. Article 7 of Federal Law No. 15-FZ of January 10, 2003 "On Amendments and Additions to Certain Legislative Acts of the Russian Federation in Connection with the Adoption of the Federal Law 'On Licensing Certain Types of Activities'" (Collected Legislation of the Russian Federation, 2003, No. 2, Art. 167).

Article 29. Entry into Force of this Federal Law


This Federal Law shall enter into force upon the expiration of one hundred and eighty days after the date of its official publication.
