Order No. 2510 of July 31, 2020 by the Ministry of Health of the Russian Federation

On approval of the procedure for verification of measuring instruments, requirements for the verification mark, and requirements for the content of the certificate of verification

 

In accordance with Part 5 of Article 13 of Federal Law No. 102-FZ of June 26, 2008 "On Ensuring the Uniformity of Measurements" (Collected Legislation of the Russian Federation, 2008, No. 26, Art. 3021) and subclause 5.2.15 of Clause 5 of the Regulation on the Ministry of Industry and Trade of the Russian Federation, approved by Resolution of the Government of the Russian Federation No. 438 of June 5, 2008 (Collected Legislation of the Russian Federation, 2008, No. 24, Art. 2867; 2009, No. 25, Art. 3065), I hereby order:

  1. Approve:

  • the procedure for verification of measuring instruments in accordance with Appendix No. 1 to this Order;

  • the requirements for the verification mark in accordance with Appendix No. 2 to this Order;

  • the requirements for the content of the certificate of verification in accordance with Appendix No. 3 to this Order.

  1. Entrust supervision of the execution of this Order to the Deputy Minister of Industry and Trade of the Russian Federation, A.S. Besprozvannykh.

  2. This Order shall enter into force on January 1, 2021, and shall remain in effect until January 1, 2027.

Appendix No. 1

PROCEDURE FOR VERIFICATION OF MEASURING INSTRUMENTS

I. General Provisions

  1. This Procedure establishes the rules for conducting verification of measuring instruments (hereinafter - verification) and applies to:

  • legal entities and individual entrepreneurs who own measuring instruments by right of ownership or on another legal basis (hereinafter - owner of measuring instruments) and (or) directly use measuring instruments and submit them for verification;

  • legal entities and individual entrepreneurs accredited for verification in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system;

  • state regional metrology centers that conduct verification.<1>

  1. This Procedure shall apply when preparing measuring instruments for submission for verification, during verification, documenting its results, and transferring information on the results of verification to the Federal Information Fund for Ensuring the Uniformity of Measurements.<2>

  1. The following measuring instruments shall be subject to verification:

  • measuring instruments of an approved type intended for use in the sphere of state regulation of ensuring the uniformity of measurements.

  • measuring instruments not intended for use in the sphere of state regulation of ensuring the uniformity of measurements may be subject to verification on a voluntary basis.

Measuring instruments before commissioning, as well as after repair, shall be subject to initial verification, and during operation - to periodic verification.<3>

Verification of measuring instruments used in the field of defense and state security shall be carried out taking into account the specific features provided for in Clause 9 of the Regulation on the Specific Features of Ensuring the Uniformity of Measurements in the Implementation of Activities in the Field of Defense and Security of the Russian Federation, approved by Resolution of the Government of the Russian Federation No. 780 of October 2, 2009 (Collected Legislation of the Russian Federation, 2009, No. 41, Art. 4766; 2017, No. 24, Art. 3532).

  1. The results of verification of measuring instruments in accordance with Part 4 of Article 13 of Federal Law No. 102-FZ are the information on the results of verification of measuring instruments included in the Federal Information Fund for Ensuring the Uniformity of Measurements.

The results of verification of measuring instruments intended for use in the sphere of state regulation of ensuring the uniformity of measurements shall be valid during the verification intervals established for the measuring instruments in accordance with the procedure for establishing and changing the verification interval for measuring instruments, provided for in Part 7 of Article 12 of Federal Law No. 102-FZ (hereinafter - the verification interval).

The validity period of the verification interval shall be calculated from the date of verification of the measuring instrument. The date of verification of the measuring instrument shall be deemed the day of completion of the work on performing the procedures provided for by the verification procedure established in accordance with the procedure for establishing, canceling verification procedures and making amendments to them, provided for in Part 7 of Article 12 of Federal Law No. 102-FZ (hereinafter - the verification procedure).

II. Organization of Verification of Measuring Instruments and Submission of Measuring Instruments for Verification

  1. The owner of measuring instruments used in the sphere of state regulation of ensuring the uniformity of measurements, or the legal entity and individual entrepreneur directly using them in the said sphere, shall be obliged to submit them for verification (hereinafter - the person submitting the measuring instrument for verification).<4>

Measuring instruments included in the list of measuring instruments whose verification is carried out only by state regional metrology centers accredited in accordance with the established procedure in the field of ensuring the uniformity of measurements, approved by Resolution of the Government of the Russian Federation No. 250 of April 20, 2010 (Collected Legislation of the Russian Federation, 2010, No. 17, Art. 2099; 2017, No. 43, Art. 6320) (hereinafter - the List of Measuring Instruments), shall be submitted for verification to state regional metrology centers accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system for conducting verification of measuring instruments (hereinafter - state regional metrology centers).

Measuring instruments not included in the List of Measuring Instruments shall be submitted for verification to legal entities and individual entrepreneurs accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system for conducting verification of measuring instruments (hereinafter - accredited legal entity for verification, accredited individual entrepreneur for verification, accredited legal entities and individual entrepreneurs for verification).

  1. Measuring instruments shall be submitted for periodic verification upon expiry of the verification interval.

Submission of measuring instruments for periodic verification before the expiry of the established verification interval (hereinafter - extraordinary verification) shall be carried out in the following cases:

  • absence of confirmation of the results of verification of measuring instruments in accordance with the regulatory legal act in effect on the date of its conduct, adopted in accordance with the legislation of the Russian Federation on ensuring the uniformity of measurements;

  • damage or absence of seals ensuring protection against unauthorized access to adjustment (tuning) nodes of measuring instruments, with the opening of seals preventing access to adjustment (tuning) nodes and (or) design elements of measuring instruments.

On a voluntary basis, measuring instruments may be submitted for extraordinary verification without restrictions on the number of submissions and timeframes for submission during the verification interval.

  1. Measuring instruments must be submitted for verification:

  • cleaned of contaminants and preservative lubricants;

  • with operational documents established upon approval of the type of measuring instruments in accordance with the procedure for approval of the type of reference materials or type of measuring instruments and making amendments to the information thereon, provided for in Part 7 of Article 12 of Federal Law No. 102-FZ, and included in the set of the measuring instrument;

  • with the verification procedure (if the verification procedure is included in the set of the measuring instrument);

  • with the certificate of the last verification (for measuring instruments used as reference standards of units of quantities that passed verification before the entry into force of this Order);

  • with additional devices included in the set of measuring instruments and necessary for conducting verification in accordance with verification procedures.

If accredited persons for verification or state regional metrology centers (hereinafter - accredited persons for verification) conducting verification have the operational documentation for the measuring instrument being verified, as well as the verification procedure, or if the verification procedure is available in the Federal Information Fund for Ensuring the Uniformity of Measurements, the submission of the operational document and (or) verification procedure together with the measuring instrument for verification is optional. The need to submit together with measuring instruments for verification operational documents, verification procedures, and additional devices included in the set of measuring instruments shall be agreed with the accredited person for verification conducting the verification before submitting the measuring instruments for verification.

The submission of the certificate of verification with the verification protocol containing information on the metrological characteristics of the measuring instrument obtained during verification under verification conditions at values of factors affecting metrological characteristics (hereinafter - influencing factors) at which the metrological characteristics were obtained (hereinafter - the verification protocol), or the verification protocol issued based on the results of the last verification, if such verification protocol is available in the Federal Information Fund for Ensuring the Uniformity of Measurements, is optional.

  1. Measuring instruments submitted for verification must have factory (serial) numbers or alphanumeric designations applied to the measuring instruments or, if it is impossible to apply them to the measuring instrument, to the operational document or packaging of the measuring instrument, which must identify each specimen of measuring instruments.

  2. Measuring instruments operated in aggressive (special) environments must be submitted for verification decontaminated (neutralized, deactivated) with documents confirming the performance of decontamination (neutralization, deactivation) measures.

  3. The accredited person for verification must provide the person submitting measuring instruments for verification with information on the requirements that must be met for submitting measuring instruments for verification.

III. Verification of Measuring Instruments

  1. Verification of measuring instruments shall be performed for the purpose of confirming their compliance with established metrological requirements.

Verification of measuring instruments included in the List of Measuring Instruments shall be carried out by state regional metrology centers in accordance with their scope of accreditation.

Verification of measuring instruments not included in the List of Measuring Instruments shall be carried out by accredited legal entities and individual entrepreneurs for verification in accordance with their scope of accreditation.

  1. Verification must be conducted:

  • at the places of activity of the accredited person for verification (at facilities, premises, buildings, structures, complexes of buildings and other premises located at the addresses established upon accreditation for verification and owned by or on another legal basis by the accredited person for verification);

  • at the places of temporary work (one-time work performed at facilities, premises, buildings, structures, complexes of buildings and other premises located outside the places of activity of the accredited person for verification).

Verification in such places must be conducted under the conditions (at values of influencing factors) provided for by the verification procedures established for the verification of measuring instruments.

  1. Verification of measuring instruments must be conducted in accordance with verification procedures established in accordance with the procedure for establishing, canceling verification procedures and making amendments to them, provided for in Part 7 of Article 12 of Federal Law No. 102-FZ.

Measuring instruments that passed metrological certification before December 1, 2001 in accordance with GOST 8.326-78 "State System for Ensuring the Uniformity of Measurements. Methodological Support for the Development, Manufacture and Operation of Non-Standardized Measuring Instruments. Basic Provisions" <5> or in accordance with GOST 8.326-89 "State System for Ensuring the Uniformity of Measurements. Metrological Certification of Measuring Instruments" <6> shall be subject to verification in accordance with verification procedures established during metrological certification.

Measuring instruments that entered into operation before June 1, 1993 and are subject to verification in accordance with GOST 8.513-84 "State System for Ensuring the Uniformity of Measurements. Verification of Measuring Instruments. Organization and Procedure" <7> shall be verified in accordance with regulatory and technical documents on verification developed in accordance with GOST 8.375-80 "State System for Ensuring the Uniformity of Measurements. Regulatory and Technical Documents on Verification Procedures. Classification, Requirements for Selection and Development." <8>

  1. Reference standards of units of quantities used during verification must comply with the requirements of the Regulation on Reference Standards of Units of Quantities Used in the Sphere of State Regulation of Ensuring the Uniformity of Measurements, approved by Resolution of the Government of the Russian Federation No. 734 of September 23, 2010 (Collected Legislation of the Russian Federation, 2010, No. 40, Art. 5066; 2019, No. 43, Art. 6110) (hereinafter - the Regulation on Reference Standards).

  2. Measuring instruments used during verification, in accordance with Part 1 of Article 9 of Federal Law No. 102-FZ, must be of an approved type, verified, and comply with the requirements of verification procedures.

  3. Reference materials used during verification, in accordance with Part 2 of Article 8 of Federal Law No. 102-FZ, must be of an approved type and comply with the requirements of verification procedures.

  4. Conducting initial verification of measuring instruments of the same type upon their release from production before commissioning shall be carried out on the basis of a sample, if this is provided for by the verification procedure and carried out by the accredited person for verification.

  5. Periodic verification shall be subject to each specimen of measuring instruments in operation, at the end of verification intervals, as well as measuring instruments being re-commissioned after long-term storage (more than one verification interval).

Periodic verification of measuring instruments intended for measurements of several quantities or having several measurement subranges, but used for measurements of a smaller number of quantities or on a smaller number of measurement subranges (hereinafter - verification in a shortened scope), shall be conducted on a voluntary basis for the quantities and (or) measurement subranges used. Verification in a shortened scope shall be conducted on the basis of a written application of the owner of the measuring instrument or the person submitting the measuring instrument for verification, drawn up in free form, provided that the verification procedure contains instructions on the possibility of conducting verification in a shortened scope.

Initial (periodic) verification of individual measuring channels and (or) individual autonomous blocks from the composition of measuring instruments represented by measuring instruments of an approved type and (or) technical devices that determine the metrological characteristics of the measuring instruments of which they are a part (hereinafter - individual measuring channel, individual autonomous block) shall be conducted on the basis of a written application of the owner of the measuring instruments or the person submitting them for verification, drawn up in free form, provided that such verification is established by verification procedures.

For measuring instruments whose type was approved before November 18, 2018, on the basis of a written application of the owner of the measuring instrument or the person submitting the measuring instrument for verification, drawn up in free form, verification in a shortened scope or for individual measuring channels and (or) individual autonomous blocks from the composition of the measuring instrument shall be conducted, even if this is not established by the verification procedure, but confirmation of the suitability of the measuring instrument for the quantities or measurement subranges used, for the individual measuring channels and (or) individual autonomous blocks from the composition of the measuring instrument used is ensured.

  1. When conducting verification of measuring instruments used in the sphere of state regulation of ensuring the uniformity of measurements, the results of their calibration recognized in accordance with Resolution of the Government of the Russian Federation No. 311 of April 2, 2015 "On Approval of the Regulation on the Recognition of Calibration Results in the Verification of Measuring Instruments in the Sphere of State Regulation of Ensuring the Uniformity of Measurements" (Collected Legislation of the Russian Federation, 2015, No. 15, Art. 2272) (hereinafter - Resolution No. 311) shall be used.

  2. In order to prevent access to adjustment (tuning) nodes of measuring instruments in places provided for by their design, upon completion of verification, the accredited person for verification shall install seals containing the image of the verification mark.

IV. Documentation of Verification Results and Transfer of Information on Verification Results to the Federal Information Fund for Ensuring the Uniformity of Measurements

  1. Information on the results of verification of measuring instruments, for the purpose of confirming verification, must be transferred to the Federal Information Fund for Ensuring the Uniformity of Measurements in accordance with the procedure for the creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements, the transfer of information to it and the amendment of such information, and the provision of documents and information contained therein, provided for in Part 3 of Article 20 of Federal Law No. 102-FZ, by the accredited person for verification who conducted the verification, within timeframes agreed with the person submitting the measuring instruments for verification, but not exceeding 20 working days (for measuring instruments used as reference standards of units of quantities) and 40 working days (for other measuring instruments) from the date of verification of the measuring instruments.

For measuring instruments intended for measuring several units of quantities, the verification of which for different units of quantities was conducted by different accredited persons for verification, the transfer of information on the results of verification to the Federal Information Fund for Ensuring the Uniformity of Measurements shall be carried out by each accredited person for verification who conducted the verification in respect of the corresponding units of quantities.

When conducting verification of measuring instruments in a shortened scope in accordance with Clause 18 of this Procedure (only for the quantities or measurement subranges used) or for the individual measuring channels and (or) individual autonomous blocks from the composition of measuring instruments used, information on the scope of the verification conducted shall be transferred to the Federal Information Fund for Ensuring the Uniformity of Measurements in accordance with the procedure for the creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements, the transfer of information to it and the amendment of such information, and the provision of documents and information contained therein, provided for in Part 3 of Article 20 of Federal Law No. 102-FZ.

For measuring instruments that have passed initial verification in accordance with Clause 17 of this Procedure on the basis of a sample, information on the results of verification of all measuring instruments included in the batch of measuring instruments from which the sample was taken shall be transferred to the Federal Information Fund for Ensuring the Uniformity of Measurements.

  1. Upon the application of the owner of the measuring instruments or the person submitting them for verification, taking into account the requirements of verification procedures, the accredited person for verification who conducted the verification, in the event of positive verification results (compliance of the measuring instruments with metrological requirements is confirmed), shall apply the verification mark to the measuring instruments and (or) issue certificates of verification drawn up in accordance with the requirements for the content of the certificate of verification approved by this Order, and (or) make an entry on the verification performed in the passport (form) of the measuring instruments; or, in the event of negative verification results (compliance of the measuring instruments with metrological requirements is not confirmed), issue notices of unsuitability for use of the measuring instruments.<9>

  1. Certificates of verification and notices of unsuitability for use of measuring instruments shall be issued within timeframes agreed with the person who submitted the measuring instruments for verification, taking into account the timeframes for publication of information on the results of verification in the Federal Information Fund for Ensuring the Uniformity of Measurements (no more than 5 working days), or within timeframes agreed with the owner of the measuring instruments or a person authorized by them who requested the issuance of certificates of verification or notices of unsuitability for use of measuring instruments (if information on the results of verification is available in the Federal Information Fund for Ensuring the Uniformity of Measurements).

  2. Verification marks shall be applied to measuring instruments that, based on the results of verification, comply with metrological requirements and whose design provides for the possibility of applying verification marks.

The application of the verification mark to measuring instruments whose compliance with metrological requirements has not been confirmed based on the results of verification is prohibited.

  1. Documentation of verification results in the passport (form) of measuring instruments, whose compliance with metrological requirements has been confirmed based on the results of verification, shall include an entry on the verification performed in the form of "verification performed." The said entry shall be certified by the signature of the employee of the accredited person for verification who conducted the verification of measuring instruments (hereinafter - the verifier) with the interpretation of the signature (the surname and initials of the verifier shall be indicated), the verification mark shall be applied, and the date of verification shall be indicated.

  2. Notices of unsuitability of measuring instruments must contain a description of the measuring instrument that, based on the results of verification, does not comply with metrological requirements and is recognized as unsuitable for further use (name and designation of the type of measuring instrument, registration number in the Federal Information Fund for Ensuring the Uniformity of Measurements, factory, serial number or alphanumeric designation), information on the verification procedure in accordance with which the verification was conducted, information on the verification conducted (initial or periodic), during which non-compliance with metrological requirements was identified and the measuring instrument was recognized as unsuitable for further use, the reasons for unsuitability, information on the verifier who conducted the verification (surname and initials), the number of the record of information on the results of verification in the Federal Information Fund for Ensuring the Uniformity of Measurements, and the date of verification.

  3. Certificates of verification and notices of unsuitability shall be drawn up on paper or in the form of an electronic document in accordance with Clause 11.1 of Article 2 of Federal Law No. 149-FZ of July 27, 2006 "On Information, Information Technologies and Protection of Information" (Collected Legislation of the Russian Federation, 2006, No. 31, Art. 3448; 2010, No. 31, Art. 4196) (hereinafter - electronic document) by the accredited person for verification who conducted the verification, on the basis of information contained in the Federal Information Fund for Ensuring the Uniformity of Measurements.

Certificates of verification and notices of unsuitability drawn up on paper shall be signed by the accredited individual entrepreneur for verification or by the head or a person authorized by them of the accredited legal entity for verification who conducted the verification of measuring instruments.

The certificate of verification shall bear the verification mark of the accredited person for verification valid on the date of issuance of the certificate of verification, in accordance with the requirements for the verification mark approved by this Order. The notice of unsuitability shall bear the seal (if available) of the accredited person for verification who conducted the verification.

Certificates of verification and notices of unsuitability drawn up in the form of an electronic document shall be signed with a strengthened qualified electronic signature in accordance with Federal Law No. 63-FZ of April 6, 2011 "On Electronic Signatures" (Collected Legislation of the Russian Federation, 2011, No. 15, Art. 2036; 2020, No. 24, Art. 3855) (hereinafter - strengthened qualified electronic signature) of the accredited individual entrepreneur for verification or the head or a person authorized by them of the accredited legal entity for verification who conducted the verification of measuring instruments.

  1. Based on the results of verification of measuring instruments used as reference standards of units of quantities and measuring instruments for which the preparation of protocols is provided for by verification procedures, verification protocols shall be drawn up. Verification protocols shall be drawn up as annexes to certificates of verification or as independent documents. Verification protocols shall be issued upon applications of the owner of the measuring instruments or the person submitting the measuring instruments for verification who indicated, when submitting (registering) them for verification, the need to issue a verification protocol. For measuring instruments used as reference standards, the issuance of verification protocols and the transfer of information on them in accordance with the procedure for the creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements, the transfer of information to it and the amendment of such information, and the provision of documents and information contained therein, provided for in Part 3 of Article 20 of Federal Law No. 102-FZ, are mandatory.

Verification protocols shall be drawn up in accordance with the requirements of verification procedures (if such requirements exist) or in free form.

Verification protocols shall be provided on the reverse side of certificates of verification (when drawn up on paper) or as part of certificates of verification (when drawn up in the form of an electronic document). If verification protocols do not fit on the reverse side of certificates of verification (when drawn up on paper), they shall be drawn up as separate annexes to certificates of verification. Verification protocols on paper shall be signed by the verifier. Verification protocols drawn up as an independent electronic document shall be signed with a strengthened qualified electronic signature of the accredited individual entrepreneur for verification or the head or a person authorized by them of the accredited legal entity for verification who conducted the verification of measuring instruments.

  1. When issuing certificates of verification in accordance with Resolution No. 311, the validity period of certificates of verification, as well as of the verification results, shall be established based on the verification intervals established upon approval of the types of measuring instruments, and shall be calculated from the date of calibration indicated in the calibration certificates. On the reverse side of certificates of verification when drawn up on paper, or in certificates of verification drawn up in the form of an electronic document, it must be indicated that the verification of the measuring instrument was carried out on the basis of recognition of calibration results and their use in verification in accordance with Resolution No. 311.

  2. Extracts on the results of verification of measuring instruments from the Federal Information Fund for Ensuring the Uniformity of Measurements shall be issued in accordance with the procedure for the creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements, the transfer of information to it and the amendment of such information, and the provision of documents and information contained therein, provided for in Part 3 of Article 20 of Federal Law No. 102-FZ.

 

Appendix No. 2
to the Order of the Ministry of Industry and Trade of Russia
No. 2510 of July 31, 2020

REQUIREMENTS FOR THE VERIFICATION MARK

  1. These Requirements establish the composition of information placed on the verification mark, the method of its presentation and display, and apply to:

  • legal entities and individual entrepreneurs who own measuring instruments by right of ownership or on another legal basis providing for the right of possession and use of measuring instruments, and who operate such measuring instruments and use verification marks during the operation of measuring instruments;

  • legal entities and individual entrepreneurs accredited for verification in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system;

  • state regional metrology centers in accordance with Part 3 of Article 13 of Federal Law No. 102-FZ of June 26, 2008 "On Ensuring the Uniformity of Measurements" (hereinafter - Federal Law No. 102-FZ), which conduct verification and apply verification marks based on its results (hereinafter - the accredited person for verification).

  1. These Requirements shall apply when documenting the results of verification of measuring instruments and during the operation of measuring instruments.

These Requirements shall not apply to verification marks applied based on the results of verification of measuring instruments used in the field of defense and state security, in the event that special requirements for them are established, provided for in Clause 9 of the Regulation on the Specific Features of Ensuring the Uniformity of Measurements in the Implementation of Activities in the Field of Defense and Security of the Russian Federation, approved by Resolution of the Government of the Russian Federation No. 780 of October 2, 2009.

  1. The verification mark is an imprint, sticker, or a conventional image made in another way, or an image in an electronic document, containing:

  • a conventional code assigned in accordance with the procedure for the creation and maintenance of the Federal Information Fund for Ensuring the Uniformity of Measurements, the transfer of information to it and the amendment of such information, and the provision of documents and information contained therein, provided for in Part 3 of Article 20 of Federal Law No. 102-FZ;

  • the last two digits of the year of application of the verification mark.

  1. On a voluntary basis, the information of the verification mark may include:

  • an individual mark of the employee of the accredited person for verification who conducted the verification of measuring instruments, denoted by one of the lowercase letters of the Russian, Latin or Greek alphabets;

  • information on the month, denoted by Arabic numerals, or the quarter, denoted by Roman numerals, in which the verification is conducted.

  1. For the purpose of automating the identification of measuring instruments and the transfer of information to the Federal Information Fund for Ensuring the Uniformity of Measurements, the information included in the verification mark in the form of a sticker shall be supplemented with a barcode.

  2. The verification mark must have an image that is preserved under the operating conditions of the measuring instrument during the verification interval in accordance with the procedure for establishing and changing the verification interval for measuring instruments, provided for in Part 7 of Article 12 of Federal Law No. 102-FZ.

REQUIREMENTS FOR THE CONTENT OF THE CERTIFICATE OF VERIFICATION

  1. These Requirements establish the content of information placed in certificates of verification, the procedure for their execution, and apply to legal entities and individual entrepreneurs accredited for verification in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system, and to state regional metrology centers in accordance with Part 3 of Article 13 of Federal Law No. 102-FZ of June 26, 2008 "On Ensuring the Uniformity of Measurements," which conduct verification and issue certificates of verification based on its results (hereinafter - the accredited person for verification).

  2. These Requirements shall apply when documenting the results of verification of measuring instruments.

  3. The certificate of verification of a measuring instrument and of a measuring instrument used as a reference standard of a unit of quantity must contain the following information:

  • certificate of verification number;

  • the date (day, month, year) until which the certificate of verification is valid (the said date must be included in the validity period of the verification interval); if only initial verification is established for the measuring instrument, the entry "indefinitely" shall be made instead of indicating the date;

  • name of the accredited person for verification that performed the verification (for an individual entrepreneur, instead of the name, the letters "IP" shall be indicated, followed by the surname and initials of the individual entrepreneur), and the unique record number of accreditation in the register of accredited persons assigned to the accredited person in accordance with Part 2 of Article 18 of Federal Law No. 412-FZ of December 28, 2013 "On Accreditation in the National Accreditation System" (hereinafter - Federal Law No. 412-FZ);

  • name and designation of the type of measuring instruments (for measuring instruments of an approved type, they shall be indicated in accordance with the record on approval of the type of measuring instruments in the Federal Information Fund for Ensuring the Uniformity of Measurements; for other measuring instruments - in accordance with the name and designation indicated on the measuring instrument and (or) in the operational document of the measuring instrument);

  • modification of the measuring instrument (if available);

  • registration number of the measuring instrument in the Federal Information Fund for Ensuring the Uniformity of Measurements, assigned upon approval of the type of measuring instruments. For measuring instruments that entered into operation before June 1, 1993, not based on the results of state acceptance tests and subject to verification in accordance with GOST 8.513-84 "State System for Ensuring the Uniformity of Measurements. Verification of Measuring Instruments. Organization and Procedure"; measuring instruments permitted for use based on the results of metrological certification before December 1, 2001 in accordance with GOST 8.326-78 "State System for Ensuring the Uniformity of Measurements. Methodological Support for the Development, Manufacture and Operation of Non-Standardized Measuring Instruments. Basic Provisions" or in accordance with GOST 8.326-89 "State System for Ensuring the Uniformity of Measurements. Metrological Certification of Measuring Instruments"; measuring instruments used in the field of defense and state security - the registration number in the Federal Information Fund for Ensuring the Uniformity of Measurements shall not be indicated;

  • composition of the measuring instrument: if the measuring instrument is a single autonomous measuring block, a dash shall be placed in this line; if the instrument includes one or more autonomous measuring blocks, their list shall be provided, and the factory numbers of the autonomous measuring blocks shall be indicated; if there are several autonomous measuring blocks, information about which is not placed in the said line, such information shall be provided in a separate annex to the certificate of verification, and in this line of the certificate of verification the entry "in accordance with the attached list" shall be made;

  • factory number: the factory or serial number of the measuring instrument or the alphanumeric designation applied to the measuring instrument by the owner of the measuring instrument or the person submitting the measuring instrument for verification, in accordance with the Procedure for Verification of Measuring Instruments approved by this Order, shall be indicated as the factory number;

  • names of quantities and subranges for which the measuring instrument has been verified or which have been excluded from verification (indicated if verification was performed for individual quantities or subranges): if verification is performed in full, the entry "in full" shall be made in this line; if individual quantities and (or) individual subranges are excluded from verification, the entry "with the exception of" shall be made, followed by the excluded quantities and (or) subranges;

  • name and (or) designation of the document on the basis of which the verification was performed: for verification procedures contained in operational documents, the relevant sections of the operational documents, their title, and, if available, the decimal number shall be indicated;

  • reference standards of units of quantities used during verification (hereinafter - reference standards). For reference standards approved by the Federal Agency for Technical Regulation and Metrology in accordance with the Regulation on Reference Standards of Units of Quantities Used in the Sphere of State Regulation of Ensuring the Uniformity of Measurements, approved by Resolution of the Government of the Russian Federation No. 734 of September 23, 2010 (hereinafter - the Regulation on Reference Standards), the registration numbers of the reference standards used during verification shall be provided. For reference materials and measuring instruments used as reference standards in accordance with the Regulation on Reference Standards, the names and designations of approved types of reference materials and types of measuring instruments (may be indicated in abbreviated form), their registration numbers, factory or serial numbers or alphanumeric designation (in the absence of factory or serial numbers) shall be indicated. For measuring instruments and reference materials, the mandatory requirements for reference standards shall also be provided: for measuring instruments - confirmed based on the results of verification; for reference materials - assigned upon type approval (it is permissible to indicate only those required according to the verification procedure);

  • list of factors affecting the metrological characteristics of the measuring instrument under which the verification was performed, in accordance with the requirements standardized in the document on verification procedures, indicating their values;

  • conclusion on confirmation of compliance of the measuring instrument with established metrological requirements and suitability for further use: if verification was performed only for individual measuring channels and (or) individual autonomous blocks from the composition of the measuring instrument, for a smaller number of quantities or on a smaller number of measurement subranges, the relevant restrictions on use shall also be indicated by supplementing the conclusion on recognition of suitability for use with the words "to the extent of the verification performed" or by listing specific assumptions (restrictions); for measuring instruments used as reference standards, compliance with mandatory requirements for reference standards shall be indicated (with indication of the names of reference standards in accordance with state verification schemes, local verification schemes, certification procedures and verification procedures, and designations of documents containing them), in accordance with which this measuring instrument is planned to be used for verification;

  • verification mark;

  • record number of information on the results of verification in the Federal Information Fund for Ensuring the Uniformity of Measurements;

  • position of the head or authorized accredited person for verification who performed the verification (for an individual entrepreneur, the letters "IP" shall be indicated), signature, surname, initials;

  • information on the verifier (employee of the accredited person for verification who conducted the verification of measuring instruments, surname, initials);

  • date of verification (day, month, year): the date of verification shall be included in the validity period of the verification interval.

  1. When using the image of the national accreditation system mark in certificates of verification, the accredited person for verification shall be guided by the requirements of the regulatory legal act provided for in Clause 8 of Article 7 of Federal Law No. 412-FZ.

  2. On the reverse side of certificates of verification when drawn up on paper, or in certificates of verification drawn up in the form of an electronic document, upon the application of the owners of measuring instruments or persons who submitted measuring instruments for verification, or in agreement with them, additional information relating to the measuring instruments, their installation location, verification specifics, including information on seals preventing access to adjustment (tuning) points of measuring instruments, the affiliation of measuring instruments (information on the owners of measuring instruments), as well as information on documents attached to the certificate of verification, may be indicated (if it is impossible to place information on the reverse side of the certificate of verification when drawn up on paper).
