Samara Hospital No 9 is fined 150,000 roubles for gross violations when giving medical aid to a patient

The Roszdravnadzor office in the Samara Region conducted an extraordinary documentary inspection of the state-run health institution Samara City Hospital No 9 (SCH No 9) to assess its compliance with the established medical aid procedures and standards.The reason for the oversight measures was an application from a Samara citizen concerning the observation of citizens’ rights in health care when medical aid was given to a relative of the applicant.

The inspection revealed that the hospital staff had not observed the mandatory procedures for and standards of giving medical aid when treating the patient. This took the form of unreasonably vast operative treatment and untimely diagnosis of the disease, which resulted in a graver state of health for the patient and as a consequence, a fatal outcome.

Based on the results of the oversight measures, the Roszdravnadzor office in the Samara Region drew up an administrative offence report in respect of Samara City Hospital No 9 and brought a disciplinary action against SCH No 9 to Samara’s Promyshlennyi District Court.

On hearing the case, the court held Samara City Hospital No 9 responsible under Part 3 of Article 19.20 of the Russian Code of Administrative Offences, fining it 150,000 roubles.
